С вступлением в силу Социального кодекса РК 1 июля т.г. в стране внедрен институт государственных инспекторов социальной защиты, в компетенцию которых входит осуществление контроля за соблюдением законодательства в области соцзащиты лиц с инвалидностью, предоставления специальных социальных услуг и социального обеспечения. За этот период социнспекторами проведено 700 проверок, из них 340 в рамках профилактического контроля, 360 – внеплановые.
Государственным контролем охвачены: 117 – областных и районных отделов местных исполнительных органов, 176 школ, колледжей, детских садов, 76 управлений и отделов занятости, 45 центров оказания специальных социальных услуг, 26 магазинов, 22 торговых центра, 12 санаториев, 72 поликлиники, больницы, аптеки, 5 центров обслуживания населения, 2 филиала банка, 4 отделения Казпочты, 4 ТОО, 4 спортивных организации, 5 кафе, 2 парикмахерских и др.
Так, Департаментом Комитета труда и социальной защиты по Костанайской области на основании обращения родителей ребенка с инвалидностью проведена внеплановая проверка в КГУ «Лисаковский центр оказания специальных социальных услуг» по вопросу некачественного предоставления специальных социальных услуг. По ее результатам должностным лицам внесено предписание об устранении выявленных нарушений, наложен административный штраф.
Этим же департаментом на основании обращения Общественного объединения лиц с инвалидностью проведена проверка торговых объектов «Small» по факту отсутствия информационных средств для людей с нарушением зрения. По результатам проверки внесено предписание об устранении выявленных нарушений, субъект привлечен к административной ответственности в виде штрафа.
Дополнительно отмечаем, что территориальными департаментами Комитета труда и социальной защиты МТСЗН РК за 9 месяцев 2023 года проведено 1 268 проверок, выдано 875 предписаний об устранении выявленных нарушений, наложено 338 штрафов на сумму более 74 млн тенге.
