Цифровая карта семьи станет основой для назначения АСП

Адресная социальная помощь (далее – АСП) будет назначаться исключительно людям, нуждающимся в ней. Об этом глава Министерства труда и социальной защиты населения РК (далее – МТСЗН) Светлана Жакупова сказала на расширенном заседании Коллегии ведомства.

В 2019 году АСП получали 2,2 млн человек. Благодаря активным мерам по содействию занятости и выведению семей из сложной жизненной ситуации, применению взаимных обязательств государства и получателей помощи, в 2023 году их число составило порядка 600 тыс. человек.

При этом на расширенном заседании Правительства Главой государства была поставлена задача о необходимости повышения эффективности и адресности социальной помощи, что поможет высвободить ресурсы для целевой поддержки нуждающихся граждан.

Как сообщила министр, на повестке дня стоит полная трансформация АСП, с использованием Цифровой карты семьи и новых интеграций с системами государственных и негосударственных организаций. Это позволит определить потенциальных получателей помощи, расходную часть бюджета с целью обеспечения адресности и целевого использования денежных средств.

«Будет разработан четкий регламент оказания комплексной поддержки нуждающимся семьям», – сказала глава МТСЗН.

При этом во всех процессах трансформации АСП главной составляющей станет оцифровка для исключения человеческого фактора.

Как сообщалось ранее, в 2023 году АСП была назначена 598,4 тыс. человек из 114,1 тыс. семей. На эти цели из бюджета было израсходовано 57,4 млрд тенге.
