АСП нового формата назначается гражданам или семьям, доходы которых ниже 70% от величины прожиточного минимума в виде безусловной или обусловленной денежной помощи.

Безусловная денежная помощь оказывается:

1) одиноким и (или) одиноко проживающим малообеспеченным лицам с ограниченными возможностями участия в мерах занятости в связи с:

– достижением пенсионного возраста;

2) малообеспеченным семьям, все трудоспособные члены семьи которых являются инвалидами 1 или 2 группы и (или) имеют заболевания, при которых может устанавливаться срок временной нетрудоспособности более 2 месяцев, и (или) осуществляют уход за ребенком в возрасте до 7 лет, ребенком-инвалидом, инвалидом 1 или 2 группы, престарелым.

Назначается на текущий квартал и выплачивается ежемесячно.

Право на получение помощи подтверждается ежеквартально представлением сведений:

– о полученных доходах членов семьи

– о составе семьи.

Обусловленная денежная помощь оказывается — одиноким и (или) одиноко проживающим малообеспеченным трудоспособным лицам, а также малообеспеченным семьям, имеющим в своем составе трудоспособного (трудоспособных) члена (членов), при условии его (их) участия в мерах содействия занятости и (или) при необходимости социальной адаптации. Назначается на 6 месяцев, с возможностью продления ещё до 6 месяцев.

Обязательным условием назначения является:

-заключение социального контракта, где указываются обязательства сторон по участию в активных мерах содействия занятости и (или) в программах адаптации;

-участие трудоспособных членов малообеспеченной семьи в активных мерах содействия занятости и в программах социальной адаптации.

Трудоспособные члены малообеспеченной семьи в рамках Программы развития продуктивной занятости и массового предпринимательства могут получать государственную поддержку в виде оплаты расходов на обучение, субсидий 35% заработной платы на социальных рабочих местах, оплаты молодёжной практики для выпускников учебных заведений или в виде микрокредитов на льготных условиях.

В случае невыполнения трудоспособными членами малообеспеченной семьи, достигшими 18 лет, взятых на себя обязательств по социальному контракту, предусмотрен механизм сокращения размера пособия: при первом нарушении — сокращение АСП у трудоспособных членов семьи на 50%, при повторном — на 100%. При этом АСП будет сохранена в полном объеме для матерей, занятых по уходу за ребенком и несовершеннолетних детей.
