С момента вступления в силу Социального кодекса РК значительно усилены меры поддержки людей с инвалидностью: увеличены размеры пособий и выплаты из Государственного фонда социального страхования, начали открываться дома малой вместимости для оказания спецсоцуслуг детям с особыми потребностями, расширено обеспечение специальными средствами и услугами реабилитации.
На сегодняшний день в Казахстане проживает порядка 719 тыс. лиц с инвалидностью (далее – ЛСИ), что составляет почти 3,6% от общей численности населения. В том числе более 422 тыс. человек – лица трудоспособного возраста, 189,8 тыс. – пенсионного возраста, 106,9 тыс. – дети до 18 лет.
Государством последовательно принимаются системные меры для повышения качества жизни людей с особыми потребностями и их социальной интеграции в общество.
C 1 июля т.г. вступил в действие Социальный кодекс РК, который предусматривает усиление мер социальной поддержки ЛСИ по различным направлениям.
Первое – на 14,5% дополнительно увеличен размер пособий, выплачиваемых лицам с инвалидностью; лицам, ухаживающим за ЛСИ I группы; матери или отцу, усыновителю (удочерителю), опекуну (попечителю), воспитывающему ребенка с инвалидностью (детей с инвалидностью). С учетом увеличения размеров пособий в начале года на 8,5%, в годовом выражении размер выплат вырос на 23%.
Также на 14,5% повышены размеры соцвыплаты по случаю утраты трудоспособности, выплачиваемой из Государственного фонда социального страхования.
Второе – будут пересмотрены стандарты специальных социальных услуг (далее – ССУ) и с 2025 года введен подушевой норматив в виде отдельных нормативов для услуг и предельных цен для компенсаторных технических средств.
Эти изменения, с одной стороны, приведут к дальнейшей монетизации некоторых видов деятельности или товаров, с другой стороны, широкое вовлечение частного сектора позволит обеспечить доступность ССУ, особенно в сельских населенных пунктах
С 1 июля т.г. реализация новых подходов началась в виде пилотного проекта по оказанию ССУ для детей в домах малой вместимости (далее – ДМВ). Реализация проекта началась в 7 регионах страны (Акмолинская, Западно-Казахстанская, Карагандинская, Туркестанская области и гг. Астана, Алматы, Шымкент).
На сегодняшний день ДМВ успешно работают в гг. Караганда, Кокшетау, Шымкент и Астана. В них получают услуги порядка 80 детей с инвалидностью.
Третье – с 1 июля т.г. началась реализация пилотного проекта по оказанию услуг санаторно-курортного лечения для детей с ментальными нарушениями при наличии сопутствующих заболеваний по заключению врачебно-консультационной комиссии.
По состоянию на 1 сентября т.г. санаторно-курортное лечение рекомендовано 90 детям с ментальными нарушениями, при этом 5 из них уже смогли реализовать свое право.
Четвертое – с 1 июля т.г. увеличена норма выдаваемых подгузников до 1460 штук в год (из расчета 4 штуки в день) и предусмотрено обеспечение одноразовыми лубрицированными катетерами лиц с инвалидностью с диагнозом Spina bifida.
По состоянию на 1 сентября т.г. 67% ЛСИ были обеспечены необходимым количеством подгузников, 23 человека подали заявки на приобретение лубрицированных катетеров.
Кроме того, Социальным кодексом РК предусматривается вовлечение членов семей в оказание услуг лицу, имеющему инвалидность. Родственники ЛСИ могут оформляться в качестве индивидуальных помощников с соответствующей оплатой труда и социальными отчислениями.
Наряду с этим, комиссии по Порталу социальных услуг (далее – ПСУ) при местных исполнительных органах наделены правом принятия решения о снятии поставщика с ПСУ и включении в список недобросовестных поставщиков в случае предоставления им некачественной услуги или товара.
