
Министр труда и социальной защиты населения РК Светлана Жакупова выступила на брифинге в Службе центральных коммуникаций при Президенте РК. Она проинформировала о реализации поручений Главы государства, озвученных в Послании народу Казахстана от 1 сентября т.г., и в преддверии Дня пожилых людей рассказала о мерах социальной поддержки казахстанцев старшего поколения.
В своем выступлении Светлана Жакупова отметила, что Министерством труда и социальной защиты населения (далее – МТСЗН) ведется активная работа по реализации поручений Главы государства.
«В целях снижения уровня производственного травматизма разработан проект Концепции безопасного труда до 2030 года. В частности, предлагается внедрение новой модели оценки профессиональных рисков на рабочем месте, дифференциация страхового тарифа по степени профессионального риска, создание Цифровой карты предприятий и внедрение проактивного формата государственного контроля и мониторинга в сфере охраны труда и другое.
Для повышения уровня социальной защиты людей, работающих во вредных условиях труда, МТСЗН прорабатывается вопрос внедрения для этой категории граждан специальной социальной выплаты с 55 лет до достижения пенсионного возраста», – сообщила она.
Министр добавила, что в целях повышения доходов населения с 1 января 2024 года размер минимальной заработной платы (далее – МЗП) будет увеличен с 70 до 85 тыс. тенге. Благодаря этому вырастут денежные доходы порядка 1,8 млн наемных работников, работающих во всех отраслях на предприятиях различных форм собственности, в том числе порядка 350 тыс. бюджетников.
Кроме того, во исполнение поручения Главы государства МТСЗН совместно с экспертами Всемирного банка разработана Методика определения размера минимальной заработной платы, в соответствии с которой размер МЗП будет определяться исходя из медианной заработной платы и производительности труда.
Наряду с этим, МТСЗН совместно с заинтересованными государственными органами прорабатываются механизмы защиты трудовых и социальных прав граждан, работающих в сфере платформенной занятости.
Также разрабатывается проект Комплексного плана развития рынка труда, который будет внесен на рассмотрение в Правительство в октябре текущего года.
В ходе брифинга Светлана Жакупова проинформировала о мерах социальной поддержки пожилых людей.
«Ежегодно во всем мире, в том числе и в Казахстане, 1 октября отмечают международный День пожилых людей, который провозглашен на 45 сессии Генеральной Ассамблеей Организации Объединенных Наций 14 декабря 1990 года. Главная цель его проведения – проявление уважения и признание заслуг людей пожилого возраста перед государством и обществом, а также привлечение внимания к их проблемам и потребностям, необходимости повышения качества жизни, проявления всеобщей заботы к ним», – сказала глава МТСЗН.
На сегодняшний день в Казахстане проживают более 2,3 млн пенсионеров по возрасту. Государством последовательно принимаются меры социальной защиты людей старшего поколения, в том числе направленные на совершенствование системы пенсионного обеспечения.
Так, размеры базовой пенсионной выплаты и государственных социальных пособий ежегодно индексируются на уровень инфляции, а размеры солидарной пенсии – с опережением уровня инфляции на 2%.
«С 1 января 2023 года в рамках ежегодной индексации размер базовой пенсии увеличился на 8,5%, солидарных пенсий – на 10,5%. Помимо этого, по поручению Главы государства в 2023 году: повышен размер минимальной базовой пенсии с 54% до 60% от величины прожиточного минимума; повышена величина максимального дохода, принимаемого для исчисления солидарной пенсии, с 46 до 55 месячных расчетных показателей. В результате повышения, по состоянию на 1 сентября 2023 года, средний размер совокупной пенсии составил 120 937 тенге, в том числе размер солидарной пенсии – 83 072 тенге, базовой пенсии – 37 865 тенге.
Кроме того, до 2027 года минимальный размер базовой пенсии будет поэтапно повышен до 70%, а максимальный – до 120% от величины прожиточного минимума», – сообщила Светлана Жакупова.
Вместе с тем МТСЗН реализуются меры по поддержке пожилых людей, повышению уровня их социального обслуживания, вовлечению в общественную жизнь.
«В республике открыты и активно функционируют 79 центров активного долголетия, которые работают по принципу «одного окна» по трем направлениям: активное долголетие, культура здоровья и связь с общественностью. Деятельность центров направлена на улучшение качества жизни пожилых людей, стимулирование продуктивного и активного долголетия, обеспечение людям пожилого возраста независимости, участия в жизни казахстанского общества», – отметила глава МТСЗН.
Министр добавила, что в каждом регионе будет организован месячник социальной поддержки пожилых людей, а также лиц с инвалидностью. Акимами областей, городов и районов, руководителями предприятий и организаций будут проведены мероприятия по социальной поддержке граждан старшего поколения, встречи в трудовых коллективах, дни открытых дверей в амбулаторно-поликлинических организациях и другие.
Кроме того, ко Дню пожилых людей (1 октября) в г. Астана, в Карагандинской, Мангистауской, Туркестанской областях, областях Жетысу и Улытау, а также ко Дню республики (25 октября) в Акмолинской и Павлодарской областях будет оказана единовременная материальная помощь лицам старшего поколения в размере от 2 до 10 МРП с охватом более 234 тыс. человек на сумму около 1,9 млрд тенге.
В честь Дня пожилых людей в Алматинской, Восточно-Казахстанской, Жамбылской, Туркестанской областях, областях Абай и Улытау будут вручены праздничные продуктовые корзины.
В целом в течение т.г. с учетом возможностей местных бюджетов и в рамках социальной ответственности бизнеса на социальную поддержку пожилых граждан направлено около 4,6 млрд тенге (из них из местного бюджета – 4,1 млрд тенге, за счет привлеченных средств – 0,5 млрд тенге), в том числе: на предоставление продуктовых наборов – 179,4 млн тенге (25,2 тыс. чел.); на льготное лекарственное обеспечение – 9,3 млн тенге (2,9 тыс. чел.); на зубопротезирование – 118,9 млн тенге (1,6 тыс. чел.); на предоставление санаторно-курортного лечения – 2 млрд тенге (19,3 тыс. чел.); на ремонт жилья – 7,3 млн тенге (257 чел.); на обеспечение топливом – 37,5 млн тенге (2,1 тыс. чел.); на предоставление льготного проезда на транспорте общего пользования – 1,6 млрд тенге (155,1 тыс. чел.); на другие виды помощи – 635,6 млн тенге (61,1 тыс. чел).
